You have taken the Unbreakable Vow, which makes it impossible for you to reveal his identity, meaning you can never tell Dolly her search is over. Conversely, he has agreed to offer you training if you bring him back the Book of Succession and throw Dolly off his trail.

The Lieutenant seems to grow frustrated with your chatting and orders everyone to form up and directs the group into the Mercantile District.

You're all outside the Merchants' Guild bank. It's pretty fancy: marble columns, gold leaf plating in the upper reaches. Ornate facades, and even flying buttresses. Inside, you can see some large lines and a great number of employees, filling out paperwork and speaking with customers.
