It is a grim time indeed for the Griffon Kingdoms. The Dragon Migrations are underway, and while usually very few dragons travel this far north to breed, things are very different this time.
Not long ago a spell set in motion four centuries ago was broken, releasing Old Ironhide, a colossal evil dragon from his subterranean imprisonment. The dragon is now wreaking havoc among the migrations, killing other dragons and scattering many others way out of their path.
The king's court has ordered a state of emergency, and begrudgingly sent a call of aid to Equestria. Griffons are proud and strong creatures, but there is little they can do against the dozens of dragons now invading their realm.

Among your group are some of those who were sent by Celestia to help find a solution. She herself cannot go, nor spare many resources, as it seems Ironhide is carving his path of destruction directly towards Canterlot itself. As such, there is little fear that the epicenter of destruction would be anywhere near these mountains. However even the smaller ripples made by the splash that is Ironhide can be felt hard.

Your mission is to devise a plan on how to defend key Griffon cities from the roosting dragons any way possible, be it negotiation or force.

You stand in the hall of the capital castle, where the military leaders, head engineers and important diplomats gather.

After some further discussion, the party agrees to meet up with the engineers before talking to the diplomats.

The engineering bay is impressive, but one can easily see it was hastily constructed. The walls are lined with pulleys and there are craftsmen and eggheads flying around tweaking things and talking.

Of note is a large table near the back, covered in blueprints, and what seems to be the skeleton of a ship suspended from the high ceiling.
The head engineers, an old griffon with large goggles, a unicorn from Canterlot and an earth pony with a thick mustache are arguing over the plans. A fourth, larger figure is also present, but remains silent.
There are also many other things being built and tested around the area.

The head engineers each take a long draw from the pipe and lighten up a little.
They tell you bear is an ambassador summoned by the king. He comes from a far away land to bring a sample of a mysterious Black Spice they use to season meals. When treated the right way, it explodes violently. The king is sure this is the best weapon they have against the dragons, and is betting a lot on an alliance with the spice bears. Initial tests have proven the power of the power of the spice, but they only have a few barrels of it for now. Not nearly enough.

The weapons have gone over several versions, from small ones that fit nicely into a claw, to big ones that need several griffons to carry.
The next step is to build one so large it can kill a dragon with a single hit. However it will be too large to carry anywhere, which is why they need to mount it on something.
The earth pony engineer butts in - he has built ships his entire life, and was tasked with building the Griffon's Howl - a ship capable of mounting the dragonkiller cannon.
However he has no idea how to get it airborne, which is what the unicorn is here to help with. He has ideas including balloons, engine powered propellers and if all else fails, lots and lots of griffons and pegasi lifting it with ropes.
Their main concerns are their low supply of Black Spice, and the fact that without a dragon, alive or dead, to test the weapons on, results are just guesstimation.

The general gives you a once-over and rolls his eyes. He then points at some empty seats and waits for you to sit down.

The situation is as follows - with Ironhide on the loose, the dragon migrations have scattered. Most suitable roosting spots in these mountains are taken up by Griffon cities, so in order to nest here, the dragons would need to tare some down. This cannot be accepted or allowed. They must either be redirected elsewhere, driven back to their usual grounds, or killed outright. However this is a thread beyond the scope of the griffon military. They do not like outside help, but this is as special as a case gets.
Canterlot has refused military aid, but Cloudsdale offers to honour an old alliance and send aid if called upon. These combined fores would probably be enough to drive back the majority of the dragons, but only with horrible losses.
Two alternatives exist - a diplomatic solution with the dragons, or a deal with the Spice Bears.
Whatever they choose, they still need a battle plan incase things go south.

Cloudsdale is the only certain ally the griffons have for now, but discussions have been started with the Spice Bears over supplying some Black Spice for the war effort. This will be very expensive, but almost certainly a winning solution.
The new wild card at the table is the young dragon, Noise. He says many of the dragons are tired, frightened and desperate, and that a compromise might be possible. Nobody is quite sure if that is a good idea though.

The General says the he would prefer the Spice Bears himself, but this is a decision that only the King can make. They can only present the best argument they have.
Dragons seem like unlikely and dangerous allies, but would be incredibly powerful and carry future benefits. However a compromise would mean driving entire towns out of their homes to make room for dragon roosts.
The Spice Bears are reliable, but expensive. Also transporting the Black Spice takes so long the deal must be made now if they are to test the weapons before the dragons arrive.
Going with both solutions would leave the kingdom with both drained coffers and hundreds of homeless griffons to care for.

The cost of the Black Spice would mean that either the taxes need to be raised for several years to come in order to keep the quality of life in the kingdom at the same level, or many services would need to be shut down for a while. The latter could be devastating if any towns need to be rebuilt afterwards, the former would cause unrest in the population.
A minimum of one large town would be evacuated, but the general fears that if news spreads that there is roosting ground in these mountains, more dragons will come and the problem will start all over again.

So either you risk some civil unrest, long hospital lines and no new housing, or risk having a second wave of dragons arrive if words gets out.

You all meet up in the throne room. With you are the General, the head of the diplomats, Noise, the three lead engineers and the Spice Bear ambassador.
One of the high ranking officers of Cloudsdale, along with his retinue are also present.

The griffon king listens to what you all have to say.
The General says he does not trust the dragons as allies. They are too proud and unpredictable. If word gets out, all of the kingdom might fall as dragons seek to roost there. He votes you buy the Black Spice
Noise says she can arrange a deal with the dragons who are willing to listen, but fears there are some who will do what they want regardless. She would need undeniable proof that those who co-operate will not be harmed, and asks for either one large town or two smaller ones to be evacuated for roosting ground.
The head diplomat agrees with Noise, stating that the cost in lives and money would be too great if this comes to all out war.
The engineers say they have reached new breakthroughs, and that the airship Stormherald will be ready before the dragons arrive in force. They can arm it with a main cannon capable of (probably) killing a dragon with a single hit, but the current supply of Black Spice is not sufficient. Alternatively, they can arm it more lightly, but that runs the risk of needing more hits to bring down the targets.
Cloudsdale has already agreed to send theirs to fight and die if needed. They will also help power the Stormherald.

Old Ironhide made a name for himself
four hundred years ago during those dragon migrations. He was massive even compared to other dragons, and had great iron plates hammered to his skin and scales. Most dragons suspected he had paid some other race to build them onto him, but there was no proof.
What fueled Ironhide's rage was a mystery, but he blindly attacked any dragon that got in his way, openly destroying any eggs he could find. The iron plates and countless fights had left him so disfigured that none could be sure what he once looked like. Perhaps he was a dragon someone once knew. Perhaps he was a loner or an outsider. Whatever his past was, it had to be traumatic. What else would drive a dragon to so blindly slay his own kind?
His fury scattered the tribes, forcing them outwards from their traditional roosting grounds in search of safety. Matings failed and eggs were lost, causing a severe dip in dragon population. There were also many clashes between dragons and other races, as the dragons sought roosts, just like now.

The dragons don't really know where Ironhide came from or who he really is. His unnatural size and the fact that he never spoke were unnerving on their own, but the most disturbing part was his blind rage towards those who only sought to breed in peace. It was as if Ironhide wanted the entire dragon race to become extinct. This sort of thinking does not sit well with any dragon. Many of their kind are hedonistic and selfish, but none have ever been genocidal, let alone towards other dragons.
As such, Old Ironhide is only ever spoken of in hushed tones, and rather not at all. Only those trying too hard to be edgy would ever speak good of him. While many races see dragons in general as destructive and dangerous greedy monsters, the outright evil of Ironhide is on a level of its own.

The rods would be a notable weak spot, but could pull in more power more rapidly, as the clouds they charge from could be swapped more quickly by any nearby pegasi without needing to go inside the ship.

As the party begins to look after their wounded, the dragons gather to discuss their next move.
After a while Noise comes to talk to you. The dragons, save for two, will come quietly and be thankful for the roosts they are given. If the call to arms is sounded, they will give their lives to battle Old Ironhide.
The two who refused the offer might be a problem later though.

Noise and the other dragons take flight and head for the griffon kingdom, leaving behind what riches they had gathered, along with the dead dragon.

FINAL RESULTS
2 dragons will later attack the Griffon Kingdom, allowing for a testrun of Stormherald
One dragon clan has joined the effort to kill Ironhide
The airship Stormherald will now aid in the final battle. It is armed with a battery of small cannons and a lightning gun. It is manned by a pegasus and griffon crew, and is powered by lightning. It's weak point is the lightning rods on top.
The party is still alive, and can appear during the final battle.
The dragon Noise will help with future negotiations between ponies and dragons, greatly improving odds of success.
Two full griffon towns had to be evacuated and must be rebuilt later.
The people still think the king made the right choice.
