He knows about you, but is most likely not suspicious of your intentions to fuck with him. Just met a pair of dimwitted Pegasi guards that have reported Mayor Mare missing. Party consists of: Raisin, Fluttershy, Rarity, Spike (dozing off in Rarity’s saddlebags), CMC

3. Got to Sugarcube Corner, met Pinkie and helped her decorate cupcakes. You saw a vine/plant looking monster outside. You yelled at it, thinking it was Snips in a disguise. When you approached, another pony saw it and thought it was some monster that has apparently eaten the mayor. This caused a colorful pony stampede which you barely escaped with Fluttershy’s help. The monster vanished down an alley. The stampede outside was just calming down as you were pondering your next move.

Zecora is missing a few of her leaves. She's got a few on her head and shoulders, but her flank is now completely crystallized. She cannot move her hind legs anymore.

You hear another noise from the Library. The balcony doors shut.

You warn Scootaloo to be quieter.

The kitchen door conversation seems a bit faster. "Come back when she is well." Rainbow blocks the door from shutting with her hoof, saying she'd love to come in and say hi. Cil refuses, trying to shove her out.

Cil smiles as he turns into a solid chunk of crystal. You watch the deadly vapors pour out into the room. Suddenly, your hooves begin to crystallize. A loud explosion shakes the tree once more as the floor instantly turns to crystal, but the rock continues to spread up your legs.

Twilight lifts you up.

Scoots and Twilight panic as the crystal begins to envelop you.

This happened last time I ran the quest. He ends up using Twilight's magical ability to storm the Town Hall and get the last ingredient, a ceremonial amulet, he needs for his ultimate potion; a potion that grants him the ability to use magic, a talent he lusted after for over 400 years.

He needed to storm it because it was hidden in a vault. With the Mayor abducted and in his custody, there was no way he was going to sneak out and infiltrate the library. He had to compromise. After hearing Twilight's knowledge of magic and having studied it for hundreds of years, he made a control system to manipulate Twilight to get his precious amulet.

Oh, and the only reason I mentioned gemstones; Rarity has a detect gemstone spell. You could have used this to locate Cil's super potion in the basement, find the mayor, and basically detect whenever there was that shitty fog hovering around.

Other than that, the potion seems to be color coordinated. Whatever color it comes in contact with, it turns it into a gem of that color. Raisin was a giant amethyst for a time.
